MINUTES OF MEETING HELD AT 6.10PM

TUESDAY 4 APRIL 2023

PRESENT:    Mr D Forman (Chair); Mr D Mills (Vice-Chair); Mrs L Mills (Clerk); Mrs J Moreton; Mrs S Adams; Mr J Poole; Mr J Moore

1.    PUBLIC FORUM:

No members of the public were present therefore no Public Forum was needed.

2.    APOLOGIES: received from Mr D Wilkinson

3.    MINUTES OF PREVIOUS MEETING

The Minutes of the previous meeting had been circulated; all agreed the Minutes were accurate therefore DF signed them as correct.

4.    MATTERS ARISING

DF reported that the ELDC Pride of Lindsey team had already cleared the area at Tupholme which had been highlighted as untidy.

5.    HEDGEROW REMOVAL, CAMPNEY LANE    

Notification had been received from ELDC of an application to remove a 110m length of hedgerow on land at Campney Lane.  It was to be replaced with a thorn hedge of 125m in length. .  There were no objections to this, however DF observed that it shouldn’t take place until August, once the nesting season is over. 

ACTION: LM to send the Council’s observations to ELDC. 

6.    CORONATION PLANS 7 MAY 2023

A Community Get Together event has been arranged for Sunday 7 May to mark the coronation of King Charles III.  DF stated that the Village Hall will be open from 12.00pm-6.00pm with refreshments being served.  There will be no entry charge.  All agreed that this is an excellent idea.  a

7.    SPEEDING

PCSOs had been carrying out checks recently but DF did not have an update yet.  However, during previous checks, most speeding vehicles had unfortunately been driven by locals.

8.    BUS SHELTER, NOTICEBOARD AND BINS

DF stated bus shelter needs tidying up.  LM volunteered to have a look at it during the week and clear it up.

DF reported that new noticeboards had been installed at both Platts Lane and Copper Street. Noticeboards had been paid for by the Village Hall Committee from community grant funds received from ELDC.   Both noticeboards have been donated to Parish Council by the Village Hall Committee.

A new rubbish bin has been installed at Tupholme and had already been knocked over by a vehicle.  However it has been reinstated.

9.    FOODBANK

DF reported that the Foodbank is being used steadily and currently needs topping up.

ACTION: DF to ensure more supplies are purchased. 

The Warm Space arrangement in the Village Hall was due to end on 31 March but is being continued at the request of the community.

10.    CHURCH ROOF

DF reported that the roadside-facing roof has been fixed; however, the scaffolding caused some damage to the lower part of the roof.  Attempts are being made to get this rectified.

The builders currently working on Chestnut Avenue have repaired the opposite side of the roof at no cost, saving a total of £7,500.00. 

11.    SAFEGUARDING - nothing at present.

12.    ANY OTHER BUSINESS

DF stated that a concern has been raised regarding dog fouling.  There are suspicions as to who might be the culprit however it’s not been possible to prove anythingyet.

ACTION: LM to email ELDC dog warden to see whether they have anything which might discourage dog fouling.

DF has been approached regarding arranging a community litter-pick.  He stated that he will sort this out as the weather improves.  It will be publicised on the village Facebook page as well as on the noticeboards once arranged.

DF informed Council that Father Joseph, the current vicar for the parish, is leaving to take up a post as a hospital chaplain in Oxford.  Morning prayer services will continue at St Margarets, taken by the Church Wardens.  Father Joseph’s last day will be 26 May 2023.  There is no indication as yet how long it will take to appoint a new vicar.

JM was concerned about both speeding down Campney Lane and the increased use of the new swimming pool.  She stated that permission for commercial use was granted in the planning permission but understood that the start and finish times were supposed to be staggered.  It appears that this is not the case.   Patrons are using JM’s land as passing places.   JM stated she had emailed ELDC but had no response yet.  

ACTION: Cllr Gray stated that he could help with this and asked that JM forward the emails she had sent so that he could make further enquiries.  

6.40pm Cllr Bradwell arrived with apologies for being late.

A concern had been raised regarding the storm drains on Chestnut Avenue which appear to have become blocked since the construction of the new houses had started.  Drains on Copper Street were also blocked.  

ACTION: Cllr Bradwell undertook to arrange for the blockages to be rectified. 

SA - reminded everyone that weekly yoga sessions will start at the Village Hall at 5.30pm 12 May 2023 at 5.30pm 12 May 2023; instructor Lou Truss.

SA - asked that the colour coded buckets have mops to match.

Cllr Gray offered congratulations to SA for running The Hub every week; he stated he was very impressed when he attended yesterday and could see and hear what a difference it had made to the community.

SP asked whether the builders working on Chestnut Avenue will be required to repair the verge where their vehicles have been parking.  It was pointed out that until work is finished, there is little point in any repairs being made.   Cllr Bradwell confirmed that the verge is Highways land but echoes the sentiment regarding repairs. 

Cllr Bradwell stated that she had noticed the white lines and other road markings could do with being improved.   DF also stated that the ‘Bucknall’ sign could do with some TLC; also the chevron sign on the back road is broken.  

Cllr Bradwell asked Councillors to consider possible nominees for this year’s Citizens’ Awards aimed at volunteers who go the extra mile in their area.  The awards help promote and celebrate their achievements.  Awards are presented at Lincolnshire Show and winners will enjoy a VIP day out at the Show.  There is no upper or lower age limit.
