BUCKNALL PARISH COUNCIL

MINUTES OF MEETING HELD AT 6.00PM

THURSDAY 5 MARCH 2026

1.    PUBLIC FORUM

Applicants in attendance.

3.    DECLARATIONS OF INTEREST: None

4.    MINUTES OF PREVIOUS MEETING:

The Minutes of meeting held on 21 January 2026 had been previously circulated.  All agreed they were correct therefore DF signed them as an accurate record of meeting.

5.    MATTERS ARISING

Replies still awaited from LCC regarding the zebra crossing request.

6.    PLANNING APPLICATION 00065/26/FUL - Change of use of existing paddock to equestrian, Old House Farm Road from White House Farm to Moor Farm, Waddingworth

Applicants in attendance.  No objections apparent on the ELDC website.  Applicants confirmed that the paddock would be for personal use only.  After a short discussion, the Parish Council agreed unanimously to support the application.

ACTION: LM to inform ELDC of the Parish Council’s decision.

7.    VILLAGE GATES

GT has obtained a quote to install 6 gates and 3 ‘Welcome to Bucknall’ signs in 3 different locations. The total cost is £2,808.00 (including fitting and subject to permission from Highways).  DF stated that he was inclined to wait for the new financial year to see if any grants would be available.

Short discussion followed regarding possible siting of gates and signs with the general consensus being that Platts Lane may not be a suitable location as it’s quite narrow.

ACTION: GT to obtain revised quote for 4 gates 2 signs.

8.    SAFEGUARDING: None reported

9.    FOODBANK: Nothing to report

10.    ANY OTHER BUSINESS

Bus shelter grant can be applied for (LCC) up to £3000 for maintenance.

Bus service - no complaints from residents of surrounding villages.

Trees - forms from ELDC to complete

Litter pick - 2 XL litter pickers requested in time for the Community Litter Pick on 29 March.

ACTION: Litter pickers to be purchased by DF

JM has reported 12 potholes, 5 of which have been ‘repaired’.

SA asked about flashing speed signs previously discussed.  DF stated that these are £2500 so will have to be left until a grant is available.

No further update regarding Community Speedwatch.

ACTION: DF to make enquiries

AGM new date Monday 30 March at 6.00pm with the Village Hall AGM immediately afterwards.
