BUCKNALL PARISH COUNCIL MEETING

6.30PM WEDNESDAY 5 AUGUST 2020 via ‘ZOOM’

Present:    Mr D Forman (Chair); Mr D Mills (Vice-Chair); Mrs L Mils (Clerk); Mr D White; Mr D Wilkinson; Mrs J Moreton; Mr J Moore; Mr S Perry

In attendance: Cllr Gray and a number of residents of Chestnut Avenue/Poplar Road

1.    APOLOGIES:     Mr J Poole

2.    MINUTES OF PREVIOUS MEETING:

The Minutes of the previous meeting  were agreed as correct and therefore signed by  the Chairman.

3.    MATTERS ARISING : None.

4.    PLANNING APPLICATION NO. S/022/01091/20 (Chestnut Avenue)

An application regarding Reserved Matters relating to the above, previously approved, planning application had been received.  Several residents were in attendance at the meeting and wished to make observations.

5.    PUBLIC FORUM

Concern was expressed that the information letter had only been received within the previous week, and the closing date for observations is 6 August (tomorrow).  DF explained that the letter had been sent by ELDC and this would have to be taken up with them.  

Residents were of the opinion that Chestnut Avenue itself will not cope with construction traffic due to it’s narrow width; further that emergency vehicles would struggle with access, should there be a need for them.

At this point, Cllr Gray pointed out that the planning application had actually be passed by the District Council in 2018, and the only points left for discussion were the Reserved Matters regarding design of the properties and layout of the development.

As a result of Cllr Gray’s input, some residents then left the meeting as they hadn’t been aware that the application had already been granted.

A vote was taken regarding the Parish Council’s response to the application and the result was that it would be neutral.

ACTION: LM to submit the Parish Council’s response by the deadline of 6 August 2020.

The remaining members of the public then left the meeting as the Public Forum was closed.

6.    DONATION TO VILLAGE HALL

DF stated that due to the Coronavirus pandemic, the village hall income has dwindled somewhat.  The Village Hall Committee has applied for a grant but a decision is still awaited.    DF asked whether the Parish Council would be willing to make a donation to the Village Hall and the church to provide some financial support.  Short discussion then took place and the decision was that a donation to the Village Hall should be put on hold until the result of the grant application is known.

It was unanimously agreed that the Parish Council would donate £250.00 to St. Margaret’s Church, Bucknall.

7.     ANY OTHER BUSINESS

DF reported that the fridge and freezer that had been fly-tipped have been removed after being reported to ELDC.

The recent dog fouling incident has also been dealt with by ELDC.
