MINUTES OF MEETING OF BUCKNALL PARISH COUNCIL

HELD AT 7.00PM THURSDAY 6 JANUARY 2022

IN BUCKNALL VILLAGE HALL

Present:    Mr D Forman (Chair); Mrs L Mills (Clerk); Mrs J Moreton (JM); Mrs S Adams; Mr J Poole; Mr J Moore (JMo)

Cllr Gray was also unable to attend.

1.    APOLOGIES:    Mr D Wilkinson; Mr D Mills 

    (Mr S Perry was absent)

2.    MINUTES OF PREVIOUS MEETING

The Minutes of the meeting held on 18 October 2021 had been circulated.  All present agreed they were correct so DF signed them as an accurate record.

3.    MATTERS ARISING

Jason Moore to be known as JMo on the Minutes.

4.    PLANNING APPLICATIONS - S/022/02543/21 Campney Lane and S/022/02626/21 Copper Street

A vote was taken and it was unanimously agreed to offer no objections to the Campney Lane application.

A short discussion took place.  DW had sent his views on the matter via email and these are reproduced below:

“I’ve looked at both planning applications.  I see no issues with the Campney Lane application - my vote supporting it may be passed on.  

“I have two observations relating to Copper Street: (1) I’m no sure a soakaway is sufficient for surface water.  I feel other means of drainage should be required to protect both the new development and the immediate neighbours; (2) I would like to see more off-street parking.  Access down Copper Street is paramount for myself and others with land beyond that point.

“Otherwise I have no issue with building on that site and support the application in principle.”

7.12pm SP joined the meeting with apologies for being late.

It was unanimously agreed to support this application, with DW’s observations being recorded on the Council’s response.

ACTION: LM to pass on the Council’s support and observations as above.

5.    PARISH PRECEPT 2022

It was unanimously agreed to request a £2000.00 Precept as per the previous two years. 

ACTION: LM to submit the Precept Application Form to ELDC with the above request.

6.    GRASS CUTTING

Mr Dean is stepping down from cutting the grass but another resident has offered to take over this job.  

7.    FOODBANK 

DF reported that Foodbank usage has been very quiet over the last 2 months and it will continue to be monitored.  There are still plenty of tinned and dried products in it.  DF stated that he has let both Bardney and Woodhall Foodbanks know that we have plenty of goods available.

8.    ANNUAL DONATION TO ST MARGARET’S CHURCH, BUCKNALL 

JMo proposed that the donation be increased this year.  After discussion, it was unanimously agreed to donate £300 to the church this year. 

9.    THANK YOU LETTERS/EVENTS

DF thanked everyone for distributing the Christmas hampers to village residents. He stated that a number of thank you letters/emails had been received.  The Christmas Community event in December 2021 had been very well attended and there have already been enquiries as to whether it would be happening again in 2022.  DF stated that planning would probably start in August 2022.

10.    ANY OTHER BUSINESS

Safeguarding - no issues at present. 

Covid - insurance company is emailing regular updates.  DF confirmed that the hall can be used by the school for exercise/PE, however staff must clean premises afterwards.

DF stated that he would get in touch with the local PCSO regarding speed checks in the village. 

12.    DATE OF NEXT MEETING

The date for the AGM was set for 24 March 2022 at 6.30pm.  In the meantime, should any further meetings be needed, Councillors will be notified by email.
