MINUTES OF MEETING HELD AT 6.00PM

THURSDAY 12 JUNE 2025

 

PRESENT:    Cllr D Forman (Chair); Mrs L Mills (Clerk); Cllr J Moreton; Cllr B Adams; Cllr S Adams; Cllr G Taylor; Cllr J Poole; Cllr G Wilkinson

IN ATTENDANCE:     Mr D Hawkins (see item 9 AOB)

1.    PUBLIC FORUM - no other members of the public present.

2.    APOLOGIES:    Cllr D Wilkinson; Cllr W Gray

3.    DECLARATIONS OF INTEREST - none

4.    MINUTES OF PREVIOUS MEETING

The Minutes of the meeting held on 27 May 2025 had been circulated.  All agreed that they were correct so DF signed them as an accurate record. 

5.    MATTERS ARISING

Short discussion regarding the possibility of installing white fencing at the entrances/exits to the village.

ACTION: LM to contact Horsington Parish Council to find out where they got their gates from and the approximate cost.

Potholes, Platts Lane - have been reported again and are once again logged as requiring repair.

6.    APPROVAL OF AGAR

LM passed the Certificate of Exemption for 2024-25 to Councillors for approval, explaining that it will be uploaded to the website and available for public inspection in July.

All satisfied with the document.

ACTION: LM to submit Certificate of Exemption to external auditors and ensure compliance with the guidelines regarding publication dates.

7.    PLANNING APPLICATIONS

02347/FUL - Hallyards Farm, Main Street, Bucknall - erection of two new dwellings.  There were no objections to this application and no comments on the ELDC planning portal.  

A vote was taken and is was unanimously decided to support this application. 

000319/25/RVC - variation regarding conditions for the development at The Nook, Platts Lane, Bucknall.  ELDC have said that any comments made by the Parish Council may not be submitted in time as the deadline was yesterday.  An extension had been requested on 28 May but due to ELDC annual leave, the email hadn’t been seen until today.  

A vote was taken and it was decided to remain Neutral to this application due to the many changes that have been submitted since outline approval.

PL/0031/25 - erection of new workshop, Global Auto Salvage Ltd.,Tupholme.

There are no comments recorded on the ELDC planning portal.

A vote was taken and it was unanimously decided to support this application.

ACTION: LM to submit the Parish Council’s decisions to ELDC via the planning portal.

8.    SAFEGUARDING - no issues reported.

9.    FOODBANK - nothing to report.

10.    ANY OTHER BUSINESS

Mr Dale Hawkins was in attendance at the meeting as he had expressed an interesting joining the Parish Council.  He had therefore been invited by the Chair.  

A vote taken and it was unanimously agreed to co-opt Mr Hawkins onto the Parish Council, therefore filling the remaining vacancy. 

ACTION: LM to obtain necessary forms from ELDC.

Scarecrow Festival this weekend with the church open for tea, coffee and cake.  DF urged everyone to support this event if they’re able to.
