MINUTES OF MEETING HELD AT 6.00PM

TUESDAY 10 SEPTEMBER 2024

1.    APOLOGIES - received from Cllr G Taylor

2.    MATTERS OF DECLARATION - none

3.    MINUTES OF PREVIOUS MEETING 

Councillors all confirmed that Minutes of the previous meeting were correct.  DF duly signed a copy as an accurate record.

4.    MATTERS ARISING

DF confirmed that the owner of The Nook had been contacted in relation to the overhanging hedges.

DF stated that the replacement pads for the defibrillator were still awaited.  Current pads are still usable.

4.    THE NOOK, PLATTS LANE

DF invited members of the public to make any observations regarding this application.

Concerns were raised regarding drainage, as since this application had been approved, a new development of 9 houses has been built on land that could possibly have been used as drainage for this proposed development.  Sewage disposal could also become an issue - JP pointed out that a lot of objections had been submitted regarding this point.

Further discussion regarding the existing hedging on the site - DF stated that looking at the plans, it appears this will be removed.

Concern was also expressed regarding the ecological effects on the site.  DF further confirmed that arrangements for swifts and bats had been incorporated into the application.

Questions were asked about provision any contractors have made with regard to clearing the roads of mud during the development.  Cllr Bradwell stated that there is an expectation that roads will be cleared each evening if they are dirty. This is not written into the planning but discussed between contractors and the County Council.  Any problems should be referred to the Highways Department.

DW stated that the access problem still hasn’t been addressed.

Cllr Gray pointed out that the application has already been granted and that this was merely an application for variation of conditions, however it may be useful to try and arrange a public meeting with the developer so that all these questions can be put to them.

ACTION: LM to contact developer to suggest meeting and submit observations made.

7.    DOG FOULING

DF had received a complaint regarding fouling and stated the Dog Warden will be contacted. 

ACTION: LM to email Dog Warden

8.    NEW BUS TIMETABLE

Stagecoach no longer passing through the villages, PC Coaches have taken over as of 2 September 2024.  They have been contacted with a request to update the timetable in the shelter.  Journeys are still £2 each way.

9.    FOOD BANK UPDATE

A few requests had been made during the last few months from village and surrounding area.

10.    SAFEGUARDING

None.

11.    PLAY AREA INSPECTION REPORT

DF stated the report has arrived but he had not had a chance to peruse it yet.

12.    COMMUNITY SPEEDWATCH

Training completed.  Need to now purchase the equipment:

Gun                 £279

Hi Vis short sleeve        £9.85 each

Hi Vis long sleeve         £15.55 each

Signage kit            £72.57

All proposed sites have been approved.  Only Police can operate speed cameras on Platts Lane as road has to be straight for 300m.

BA asked if there would be any evening training sessions.  DF will find out, though was aware there will be pop up sessions elsewhere other than Bucknall.

All Councillors agreed to the purchase of the necessary equipment.

13.    ANY OTHER BUSINESS

DF - fly tipping incidents in village - these have been reported and cleaned up.  Short discussion regarding possibility of having a skip in the village periodically.  Fraught with problems - better idea might be a spring clean once a year.

Culvert Campney Lane reported on FixmyStreet.  No-one is taking ownership, flooded in winter.  Cllr Bradwell stated she would take that on.

Large pothole in Foundry Road.  DF confirmed this has been reported; he and Cllr Bradwell to speak at end of meeting.

Short discussion followed regarding potholes that had not been filled when Highways attended to fill others.  DF stated that anybody can report a pothole via FixMy Street, it is not purely a Parish Council responsibility.

Cllr Gray - ELDC are funding wellbeing packs. He will get packs for any elderly/vulnerable residents if he knows how many are needed.  He stated ELDC wanted to highlight these to smaller food banks in the area.
