MINUTES OF MEETING HELD ON 14 AUGUST 2025

6.10PM, ST MARGARET’S CHURCH, BUCKNALL

PRESENT: Cllr D Forman (Chair); Mrs L Mills (Clerk); Cllr B Adams; Cllr S Adams; Cllr D Wilkinson; Cllr G Wilkinson; Cllr D Hawkins

2.    DECLARATIONS OF INTERESTS - none

3.    PUBLIC FORUM

Fires at 12 Chestnut Avenue are still being set.  Cllr Gray asked for CCTV and photographs to be forwarded to him so that he can look into it.  

Fences on the boundary of the green space on Townhill Lane need attention.

Speeding in the village - DF stated that the NPT officers attend approximately twice a month.

4.    MINUTES OF PREVIOUS MEETING

All agreed that the Minutes of the previous meeting were accurate, therefore DF signed them as a true record.

5.    MATTERS ARISING

DF stated that nothing had been received from ELDC regarding the planning application for The Nook.  Cllr Gray explained that the plans had been amended so that part of the road will now be adopted and a bin collection point has been identified.  Refuse collection has now been agreed. 

6.    PLANNING APPLICATION 02554/25/RVC - removal of conditions imposed re unadopted roads.  Please see 5 above. 

A vote was taken and the Council objected unanimously to this proposal as the bin collection situation was still unsatisfactory, and there is still no clear drainage or sewage strategy.  Myriad other problems are foreseen when a road remains unadopted.

Further discussion took place and it was suggested that the Parish Council contact Jane Baker, the planning officer in this case, and ask if she would be available to have a meeting and answer the many questions that are arising.  Cllr Gray offered to ask the developers, Woodbank Construction, to attend the same meeting as he has already had contact with them.

ACTION: LM to submit the Parish Council’s observations to ELDC via the Planning Portal.  

ACTION: LM to contact Jane Baker and liaise with Cllr Gray regarding arranging a meeting.

7.    SAFEGUARDING

Nothing reported. 

8.    FOODBANK

 Nothing to report. 

9.    ANY OTHER BUSINESS

A complaint had been received from resident regarding a neighbouring garden on Platts Lane which was apparently causing problems.  Despite an approach, nothing had been done to rectify the situation.  The Parish Council agreed to send friendly letter to the resident whose garden requires maintenance. 

Cllr Gray mentioned the recent drowning tragedies on the coast.  ELDC have just agreed to spend more money on signage and work with the RNLI regarding the location of the signs.  Also funding a buggy for RNLI so that they can go outside the flagged area on the beach. Lifguards are on site only from 1000-1800.

The process to move to Unitary Authorities is speeding up right now.  The County Council would like one ‘super authority’ though the district councils would rather the area is split into two.  Cllr Gray urged people to book onto one of the many consultation sessions running, in order to have their say.
