MINUTES OF MEETING HELD AT 6.30PM, MONDAY 16 AUGUST 2021

AT BUCKNALL VILLAGE HALL

1.    APOLOGIES: Mr D Wilkinson

2.    MINUTES OF PREVIOUS MEETING

All agreed that the Minutes were accurate therefore DF signed them as a true record of the meeting.

3.    MATTERS ARISING:

It was confirmed that the dog poo bin on Copper Street has been emptied and that the blocked drains on Platts Lane are now on the County Council’s list for attention.

4.    PLANNING APPLICATION S/022/01543/21 - CHANGE OF LAND USE FOR SITING OF 10 X GLAMPING PODS, ABBEY WARREN FARM, CAMPNEY LANE followed by PUBLIC FORUM

Cllr Bradwell had emailed to ask for feedback from the Parish Council regarding this application as she was unable to attend today’s meeting.

A discussion took place and the following points were raised:

  • Councillors expressed concern regarding extra traffic that would be using Campney Lane, which is currently not in a good condition and is technically a one track lane.  There was a suggestion that passing places would need to be installed. JM stated that five passing places were to be installed for the chicken business already on Campney Lane, but only as far as that site.  As the proposed glamping site is further down Campney Lane, perhaps more would be required (these passing places cost £10,000 each to install).
  • JP asked whether the road leading to the proposed glamping site is a ‘private road’.  It appears that part of it is as although you can walk or cycle to Tupholme Abbey, it is not possible to drive to it. 
  • Concern was also expressed that Campney Lane itself is an access/egress for working farms - would the extra traffic implied have an impact on this?  Road is access/egress for working farms - will this be affected by the extra traffic.  Further, the white lines at the junction of the private road and Campney Lane itself have worn away and will need reinstating should this application be granted.  A ‘Give Way’ sign would also be of benefit.
  • The planning application was not completely clear regarding toilet and shower facilities.  The Council would like confirmation that each pod will have its own private facilities. 

A vote was then taken and it was agreed by 6 to 2 to object to this application on the grounds stated above. 

ACTION: LM submitted the Parish Council’s decision to ELDC at this meeting, as the deadline for observations is 17 August 2021.
