BUCKNALL PARISH COUNCIL

MINUTES OF MEETING HELD ON 16 OCTOBER 2025

6.30PM, ST MARGARET’S CHURCH, BUCKNALL

1.    PUBLIC FORUM

Mr Hewson wished to speak about parking outside the school which he said was getting dangerous - often there are 9-11 cars parked on the road (school side).  There is a sharp bend with a limited view which is hazardous, especially when vehicles speed through the village (often)

DF stated that the Police do attend regularly but obviously cannot be here every day, all day.  DF further stated that LCC had been approached with a request to install double yellow lines but no response has yet been received.  The school has also been approached with a suggestion that drivers use the Village Hall to park their vehicles, but this offer has never been taken up.  Mr Hewson added that some drivers use his driveway opposite to turn around and have taken offence when he has asked them not to.

Discussion took place regarding steps that could be taken.  

ACTIONS: Headteacher to be approached again with a request to ask staff and parents to make use of the Village Hall car park during the working day and at drop off/pick up times. 

NPT Beat Manager to be contacted with a request to monitor cars parking outside the school at busy times. 

Mrs Townend also mentioned the speed of vehicles driving through the village and asked whether illuminated warning signs could be installed. DF replied that unfortunately these are very expensive and the parish Council would need to look at applying for funding for these. 

Mrs Townend also mentioned the bus service, which has reduced, and made a case for requesting reinstatement of the mid-morning bus.  DF replied that the bus company had been approached in the past but had stated that this was no longer an option because of drivers’ hours. 

Mrs Townend then asked about the AirBnB which was next door to her.  Cllr Gray explained that other than notifying the local authority, there are no other regulations regarding the operation of an AirBnB.  Parish Councils are not notified when an AirBnB application is received. 

ACTION: Cllr Hawkins undertook to speak to the owner of the AirBnB regarding vehicles parking on the green in Townhill Lane.

4.    MINUTES OF PREVIOUS MEETING:

The Minutes of the meeting held on 14 August 2025 had been previously circulated.  All agreed that they were correct therefore DF signed them as an accurate record. 

5.    MATTERS ARISING

LM is still to contact Cllr Gray and Jane Baker regarding a meeting with the developers of land at The Nook, Platts Lane. 

6.    CHRISTMAS EVENT

All happy for this event to go ahead as it has done for the last few years. 

All agreed that this was a good idea.

7.    YELLOW LINES/CAR PARKING

Further to the discussion in the Public Forum, a complaint had been received regarding vehicles parking in the lay-by opposite The Stores on Main Street that also block the pavement and the double gates belonging to The Old School House.

ACTION: DF to make a request via FixMyStreet to have the lay-by marked clearly in the hope that the pavement and gates won’t be blocked

8.    DOG FOULING

Lot of fouling on the Bridleway next to the bus stop.  Cllr Gray stated it is difficult to enforce on a Bridleway.

ACTION: LM to email Dog Warden with a request for recommendations regarding the Bridleway, and more posters around the village.

9.    SAFEGUARDING: Nothing

10.    FOODBANK:    Nothing

11.    ANY OTHER BUSINESS

Fires previously reported.  Resident has been spoken and written to.  No fires since, so far. 

Tree on the green - has been inspected but whoever did the inspection has now asked for photographs (?)

Community Resilience Officer, South Park - confirmation that the Village Hall is still to be used as a refuge for severe weather/fire/serious incident.  Horsington to share Bucknall’s plans so that their hall can be used too. 

DF confirmed that the Parish Council was able to co-opt a new Councillor as nobody had responded to the advert for the vacancy.  A vote was taken and it was unanimously agreed that Mr D Mills be voted onto the Parish Council.

Mrs Townend asked if Parish Council could do anything about a dangerously overhanging tree encroaching onto her garage roof.

ACTION: LM to send letter to the resident concerned. 

DF reported that since the Parish Council had sent a letter to a resident asking that some garden maintenance be carried out, the person who had made this request had been harassing the resident to get the work done.  

DM suggested that the local NPT be contacted to intervene as this is not something the Parish Council is able to deal with.  

Cllr Gray drew the Council’s attention to the large number of grants currently available via ELDC and suggested any projects that may be planned be escalated before the reorganisation of the local authority.  Cllr Gray added that there are plenty of people available to help with grant applications.  He added that speeding signs would be an ideal project for this type of grant aid. 

Lincolnshire Community Foundation will help with the applications.

YMCA got £100,000 funding from ELDC to assist with applying for funding.  Meeting at Hemingby - date to be confirmed.

Footpath Chapel Walk - 45 day consultation period has expired.  If there have been any objections, the dispute will have to go to a Panel.  Hopefully find out soon.
