BUCKNALL PARISH COUNCIL
MINUTES OF MEETING HELD AT 6.00PM THURSDAY 18 MAY 2023
PRESENT: Mr D Forman (Chair); Mrs L Mills (Clerk); Mr J Poole; Mrs S Adams; Mr D Wilkinson; Mr J Moore
1. PUBLIC FORUM
Attended by Mr Kane of Swim Blue, Campney Lane, Bucknall. Mr Kane stated the potholes in Campney Lane are getting worse. Some have been repaired, others have not. It was pointed out that Mr Kane could report these himself via FixMy Street. Mr Kane also stated that cars are using the verges to pass each other. He went on to say that 50 cars had used the lane so far this evening, in order to access the swimming pool and he anticipated that over the year, 50,000 vehicles will use the road. This was somewhat surprising news as the initial planning application did not include this information.
ACTION: LM to request repairs via Fix My Street. Also to email Cllr Bradwell regarding the problems caused by the increased vehicle use.
2. APOLOGIES: received from Mr D Mills and Mrs J Moreton. Cllr Gray was also unable to attend.
3. MINUTES OF PREVIOUS MEETING
All confirmed the previously circulated Minutes were accurate. DF therefore signed them as correct.
4. MATTERS ARISING
The Coronation Party took place in the Village Hall on 7 May. There were 54 visitors during the afternoon and the event had been very well received.
3. PLANNING APPLICATION 022/00834/23 - Erection of 2 bungalows, Wheatsheaf Cottage, Copper Street, Bucknall
Plans had been circulated to those present. DF asked for any observations.
DF pointed out the drawings are not to scale.
LM objected on grounds of the drawings provided being unrealistic at best, fictional at worst.
DW felt that the proposed bungalows were not of a style in keeping with other dwellings in the area. He also had concerns that the drainage would not be sufficient; currently the storm drains on Copper Street are still blocked.
Both DF and DW had concerns regarding maintaining safe access and egress to the area.
A vote was taken and it was agreed that the Parish Council would object to the application, with one abstention (JMo).
ACTION: LM to let ELDC know of the Parish Council’s observations.
4. SAFEGUARDING
No safeguarding issues had been brought to Councillors’ attention.
5. ANY OTHER BUSINESS
DW asked if a letter could be sent to the school, urging parents, teachers and visitors to use the ample car park at the Village Hall, instead of parking on the road which has a sharp bend. DW stated he had had a near miss that day whilst dining his tractor. Vehicles had also been parking across the driveway of The Old School house, blocking access/egress. It was suggested that perhaps yellow lines could be applied for along the road by the school.
ACTION: LM to write to the headteacher with a request that staff, visitors, parents etc. are encouraged to park in the village hall car park.
DF stated that he had been informed that the Chapel Walk sign has been removed from the Platts Lane end of the lane.
ACTION: LM to email both ELDC and LCC regarding the missing sign, as neither have admitted ownership.
DF - complaint received regarding grass cuttings from village green being put in the dyke and encroaching onto landowner’s field. DF stated that if a green bin is required, the Parish Council will purchase one. He also undertook to speak to the volunteer who cuts the grass.
DF - hedge around the village hall needs trimming back as it is encroaching onto the highway.
ACTION: DW will cut hedges on the grounds of Health & Safety.
DF with regard to the spate of burglaries recently in both Bucknall and Horsington, he thanked those who had been able to check their CCTV when he asked.
