MINUTES OF BUCKNALL PARISH COUNCIL MEETING

HELD AT 6.30PM TUESDAY 27 JULY 2021 IN BUCKNALL VILLAGE HALL

PRESENT:    Mr D Forman (Chair); Mrs L Mills (Clerk); Mr D Mills; Mr J Poole; Mr S Perry; Mrs J Moreton; Mrs S Adams; Mr D Wilkinson; Mr J Moore

Members of the public present: Mr Brant Evison (applicant re. Item 4)

1.    APOLOGIES: Cllr W Gray (ELDC)

2.    MINUTES OF PREVIOUS MEETING

The Minutes of the meeting held on 16 June 2021 had been circulated.  All present agreed they were accurate, therefore DF signed them as a true record.

3.    MATTERS ARISING:

  • Tree on Platts Lane belongs to the landowner and is not the responsibility of the Parish/District/County Council
  • Report regarding the blocked drain on Platts Lane has been updated on the County Council website as “being investigated with an update due in 14 days”.
  • Willow tree - lower branches will be trimmed to 3 feet above ground level, tree is structurally sound.
  • The dog poo bin in Copper Street has been emptied.

4.    PLANNING APPLICATION S/022/01416/21: ERECTION OF 3 DETACHED BUNGALOWS, COPPER STREET, BUCKNALL - followed by PUBLIC FORUM

Councillors all confirmed they had viewed the plans online.  The only member of the public present was Mr Evison who stated he was happy to answer any questions there may be.  DF circulated a letter of objection that he had printed from the District Council website for the Councillors’ perusal.. 

The only question presented was with regard to parking.  Mr Evison confirmed that each bungalow would have three parking places each. 

A vote was taken and it was unanimously agreed to support this application.

ACTION: LM to inform ELDC of Parish Council’s observations.

5.    ANY OTHER BUSINESS

DF - the village bus shelter is becoming overgrown.  It is the Parish Council’s responsibility to maintain the shelter as one of our ‘fixed assets’. 

ACTION: DW volunteered to give the bus shelter a general tidy-up.

DF reminded Councillors that in order to comply with insurance conditions, meetings must continue to be conducted under social distancing guidelines.  He further informed everyone that new rules mean that should any Councillor miss meetings for 6 months without sending apologies, they will be considered to have stepped down from the Council.

DF welcomed Mrs Susan Adams to her first meeting as a Parish Councillor. 

JMo stated that there is a water main in Copper Street that is missing a lid and has a traffic cone in it’s place.

ACTION: LM to contact Anglian Water to request that the water main cover be replaced.

SA commented that the potholes on Platts Lane have not all been filled in; only some of them has been dealt with.water main with a missing lid and a traffic cone in it’s place. 

ACTION: LM to submit report via FixMyStreet.
